The future of European rail energy settlement will support cross-border interoperability while making energy settlement simpler, more efficient and fit for purpose

AERRL is pleased to publish its position paper, “AERRL Position on AS-03: Ensuring a Fit-for-Purpose European Framework for Rail Energy Settlement”, following the European Union Agency for Railways’ study on the implementation of on-ground energy data collecting systems in the EU railway system.

As Europe continues to develop its approach to rail energy settlement, AERRL advocates a practical and proportionate framework that builds on existing European legislation, standards and operational practices, while supporting the interoperability and cross-border deployment of rolling stock.

In particular, AERRL highlights the importance of:

  • Fully implementing and enforcing the existing ENE TSI framework.
  • Using existing train-composition data to support energy settlement, avoiding unnecessary additional data requirements.
  • Ensuring EU-wide interoperability and cross-acceptance of Energy Measurement Systems (EMS).
  • Building on the established EN 50463 standard rather than introducing additional certification requirements.
  • Keeping DCS compliance and authorisation requirements proportionate.
  • Strengthening knowledge sharing and promoting a consistent interpretation of requirements across Member States.
  • Fostering interoperability and mutual recognition rather than imposing mandatory centralisation at EU level.

From the perspective of rolling stock owners and keepers, these principles are essential to avoiding unnecessary technical adaptations, repeated certification procedures and disproportionate administrative and lifecycle costs.

AERRL’s objective is to support reliable, efficient and harmonised rail energy settlement across Europe, while ensuring that the regulatory framework remains practical, proportionate and conducive to cross-border interoperability.
